Deadlines and requirements

You must notify the Czech Police of a foreign national's stay within three working days of their arrival. If you provide accommodation as a business activity, you must submit the report electronically via UbyPort. Foreign nationals include citizens of Slovakia or other European Union countries.

Airbnb or Booking reservations usually contain the name of the person who made the booking, the dates, and the number of guests. To submit the report, you need the details of every foreign national staying at your property. If you wait until after their arrival to gather this information, the three-day deadline can quickly shrink to just a few hours.

Guest details
You have complete and verified details for every foreign national staying at your property.
Submission
Submit the report no later than three working days after the guest's arrival.
Proof of submission
Keep a record of the submission status, delivery confirmation, or any error message received for the stay.

Who to report

For the purposes of this requirement, a "foreigner" is anyone who is not a citizen of the Czech Republic. It does not matter if they arrived from an EU country, speak Czech, or hold long-term residency in the Czech Republic.

  • A Slovak, Pole, or German national counts as a foreigner for reporting purposes.
  • You do not report Czech citizens via UbyPort.
  • For groups, you must report every foreign national, not just the person who made the reservation.
  • This obligation applies not to hotels but also to apartments, guesthouses, holiday cottages, and other accommodation providers.

Under the law, an accommodation provider is anyone who offers paid accommodation or hosts more than five foreign nationals (excluding close relatives). If you provide accommodation as a business activity, you must use the electronic reporting method.

What is UbyPort

UbyPort is a web application of the Police of the Czech Republic for the electronic submission of data on accommodated foreign nationals. Version UbyPort 2.0 has been in operation since June 2025.

UbyPort is not a reservation system; it does not automatically import guest data from platforms like Airbnb or Booking. Nor does it replace the guest register or the local fee record-keeping system. It is the destination system to which you submit the data required by law.

UbyPort handles

  • electronic notification of foreign nationals to the Police of the Czech Republic,
  • manual forms, UNL file uploads, and a web service,
  • processing results and delivery confirmations.

UbyPort does not handle

  • data collection from the guest,
  • reservations and guest communication,
  • the guest register and its archiving,
  • calculation and remittance of the local fee.

How to gain access to UbyPort

First, you register each accommodation facility. Upon completion of registration, you receive details that uniquely identify the facility.

IDUBIdentification number of a specific accommodation facility.
Facility abbreviationShort designation assigned to the facility during registration.
Standard accountUsed for manual work in the portal and for uploading files.
UbyPort WS accountSeparate login credentials for direct submission from a connected software application.

Having access to the manual form does not automatically mean you can use the direct integration. For the web service, you need a specific account issued by the Czech Police for a particular device.

Three ways to submit reports

MethodWhat you doWhat you needWhen it makes sense
Manual formYou enter the details for each foreign national directly into UbyPort.Standard login.Small numbers of foreign guests and low-volume operations.
UNL fileThe software prepares a structured file, which you then upload to the portal.Standard login and a correctly generated file. You want to minimize manual data entry but keep the submission process under your control.
Web serviceMinimal manual workThe software submits the report directly and receives the result.IDUB, the abbreviation, and the UbyPort WS account.Regular operations, multiple bookings, or multiple properties.

You save the delivery confirmation or error record to the stay.

The biggest time savings don't come from the "Send" button itself. They come from obtaining data before arrival, avoiding the need to transcribe details from photos of ID documents, and addressing errors for specific guests directly.

Delivery confirmations and errors are not minor details

"Sent" does not mean "received." Always check the processing result after a report is submitted. With automation, the status must be easily verifiable without searching through emails or portal history.

StatusWhat it meansWhat to do
ReadyYou have the data, but the report hasn't been sent yet.Check the guests and the arrival date.
Sent and receivedUbyPort has processed the report.Save the delivery receipt or result identifier.
RejectedThe report contains an error, or the device details do not match.Correct the specific value and resend.
Connection unavailableThe program failed to connect to UbyPort.Do not rely on an automatic blind retry; use the alternative electronic procedure.

Common issues include missing nationality, incorrect document type, invalid date, incorrect WS login credentials, or reporting the same guest twice. The error message must specify who and what needs correcting.

UbyPort, the guest register, and the signature are not the same thing.

Submitting the report fulfills your notification obligation. Additionally, you must maintain a guest register containing the data required for the registration form, including the start and end dates of the stay. You must keep it for six years following the last entry.

Foreign nationals are also required to present an identity document and personally fill out and sign the registration form (or sign a paper document containing the same information). The signature requirement does not apply to foreign nationals under the age of 15.

Online check-in is not the same as UbyPort. It captures the data and can record a signature, but you still need to complete the report, save the result, and maintain an auditable guest register.

How the reporting process works in Superhostem

Superhostem combines the reservation, guests, check-in, signature, and UbyPort into a single stay. You don't have to look up details in Airbnb first and then re-enter them into another system.

  1. The guest opens the check-in link and enters their details.
  2. Other guests staying at the property fill out the same form.
  3. You verify that the stay is ready for reporting.
  4. You download the UNL file or submit the report directly via UbyPort WS.
  5. The result and any potential errors remain linked to the reservation.
Three working days without re-entering data.
Guests fill in their details and provide a signature before arrival. You review the stay, submit the report, and find the result linked to the same reservation.
Online check-in for every guest.

Checklist before the first foreign guest arrives.

  • Register each accommodation facility in UbyPort.
  • Save the IDUB and abbreviation for the correct address.
  • Decide whether to use the form, UNL, or the web service.
  • Obtain a separate UbyPort WS account for direct integration.
  • Configure the details and signature for each foreign national in the check-in process.
  • Test the reporting function with a single reservation and verify the delivery receipt.
  • Prepare a contingency plan for errors or connection outages.
  • Set up a six-year archiving system for the guest register and related documents.

Frequently Asked Questions

By when must I report a foreign national?
No later than three working days after their accommodation begins. This refers to working days, not calendar days or the time elapsed since the reservation was created.
Do I also report Slovak nationals and EU citizens via UbyPort?
Yes. For the purposes of this obligation, anyone who is not a citizen of the Czech Republic is considered a foreign national.
Do I report children as well?
Yes, if they are foreign nationals. A child under the age of 15 is not required to personally fill out and sign the registration form, but their accommodation must still be reported.
Is the standard UbyPort password sufficient for automatic submission?
No. For direct communication from the software, you need separate login credentials for the UbyPort WS web service.
What is IDUB?
The identification number of a specific accommodation facility, assigned upon registration with UbyPort. If you have multiple properties, ensure you are submitting data under the correct property profile.
What is a UNL file?
A structured text file containing data about the property and the foreign guests staying there. You upload it to UbyPort instead of manually transcribing each form.
Does UbyPort replace the guest register?
No. UbyPort is used to notify the Czech Police about foreign guests. You must maintain and keep the guest register separately, even though both processes use similar data.
Will Airbnb or Booking submit the report for me?
No. The platform facilitates the booking but does not absolve you of the obligation to collect full details from all foreign guests and report their stay to the Czech Police.
What if the direct connection isn't working?
Check that you have a UbyPort WS account and the correct IDUB and property code. If the connection is not working, use the electronic form available in UbyPort to ensure you do not miss the statutory deadline.
